  Minutes Undergraduate Council Meeting

April 16, 2002

Members Present:

Ami Barile, Tammy Benson, Joe Cangelosi, Charles Harvey, David Harvey, Joe Horton, Jennifer Johnson, Lauretta Koenigseder, Gaylon Ross, Charles Seifert, Tony Sitz and Becky Williams.

Members Absent:

Joe Arn, Debbie Howell and Dawn Jakubowski.

The items of the agenda included:

1. The meeting was called to order by Dr. Sally A. Roden, Chair.

2. Minutes of the March 19, 2002 meeting were approved as circulated.

3. Chair Roden thanked Joe Arn, Ami Barile, Lauretta Koenigseder, Chuck Seifert and Ira Saltz for their service on the council and the entire council for their hard work and dedication this academic year.

4. Report of Subcommittee I - Dr. Ami Barile, Chair

Dr. Barile moved to remove the proposed African & African –American Studies Minor that was tabled at the April 17, 2001 meeting. Dr. Ross seconded the motion. Motion passed unanimously. Dr. Barile moved to recommend approval of a new proposed African & African-American Studies Minor and the new course proposal for WLAN 1310 – Introduction to African/African-American Studies. Dr. Charles Harvey seconded the motion. Discussion followed. Motion passed unanimously.

5. Report of Subcommittee III – Dr. David Harvey, Chair

Dr. Harvey moved to recommend approval to accept Advanced Placement credit for GEOG 1320 – Introduction to Human Geography with a score of 4 or better on the Human Geography exam and credit for PSCI 1330 – U.S. Government & Politics with a score of 4 or better on the Government & Politics exam. Dr. Ross seconded the motion. Discussion followed. Motion passed unanimously.

Dr. Harvey moved to recommend approval of a new course ECON 3315 – Labor Economics. Dr. Horton seconded the motion. Discussion followed. The following concerns were raised regarding the new course:

1. The proposal was not submitted according to the new course proposal format.

2. The proposal does not explain how or why it will replace ECON 3300.

3. The library holdings seem outdated and there are questions regarding a plan to upgrade the library’s holding in Labor Economics.

4. The assignments section mentions quizzes and presentation but does not further discuss these assignments as it does the other types of assignments.

After further discussion, Dr. Harvey and Dr. Horton withdrew their motion and second to approve ECON 3315 – Labor Economics. The council decided to send the new course proposal back to the department to be resubmitted after addressing the above concerns.

Dr. Harvey presented the proposal for a 3/2 Engineering Articulation Agreement between UCA and UAF. The agreement is still being developed by the College of Natural Sciences and Mathematics and will be resubmitted to the Undergraduate Council at a later date.

6. Dr. Benson moved to recommend reinstatement of FREN 4350 – Advanced Conversation and Phonetics as a required course for the French major. Dr. Barile seconded the motion. Motion passed unanimously.

Information items:

1. Revisions of the BSE/BA Licensure in English:

a. Delete WRTG 1320 as a major course requirement

b. Change from a required to an elective course:
   
     WRTG 3301 – Rhetoric and Composition
        WRTG3312 – Modern Grammars

c. Choice of one to satisfy upper-division elective:
        WRTG 3310 – Rhetoric and Composition
        WRTG 4305 – Contemporary Composition: Theory 
            and Application

   
     WRTG 4330 – Linguistics for Educators  

WRTG 4340 – Teaching Creative Writing: History, Theory, and Practice

d. One of 3 that will satisfy language requirement for the major:

7. Chair Roden asked the council to review all programs with admission requirements to be further discussed at the first meeting of the next academic year.

8. Dr. Benson moved to recommend approval of the following statement. Dr. David Harvey seconded the motion. Motion passed unanimously.

The Undergraduate Council asks that the Council of Deans give serious consideration to the proliferation of interdisciplinary programs and the strain this causes on various departments and faculty resources. As any given course comes to serve various different student constituencies it becomes increasingly important that those courses are offered on a regularly scheduled basis. However, without adequate increases in faculty, departments that serve these programs become increasingly less able to offer these courses in a timely manner and at the same time meet their obligations to their majors, minors, general education and service courses.
