Conference Rules and Guidelines

Faculty Advisors - Faculty Advisors will have an opportunity, with the permission of the Secretary-General, to observe the work and performance of their delegates in committees/councils and the plenary session of the General Assembly.  Faculty advisors should not "coach" delegates during committee/council sessions.  Faculty advisor should not attempt to influence the decisions of the AMUN staff.  Faculty advisors should remain at all times in the designated areas for visitors (there will be chairs available along the side wall or back wall of the rooms).  Faculty advisors are required, at the time of registration on the first day of the conference, to bring a list of each of their delegations, as well as the names of the students on each of the delegations.  Faculty advisors should also indicate the "head delegates" on the delegation lists.  Faculty advisors should inform the AMUN coordinator and/or AMUN secretary-general if one or more of their students will be missing part of the conference.  Faculty advisors should remain with their students during the entire conference.

 

Delegates - Students who are in the 9th through 12th grades may participate in the AMUN Conference as "delegates" representing a specific country.  Each delegation to the AMUN Conference will generally consist of between four and eight delegates.  All of the countries are represented in the four committees of the General Assembly.  In addition, some countries have representation on the Economic and Social Council (ECOSOC), Security Council, Model International Court of Justice (MICJ), Model Arab League (MAL), and other non G.A. committees.  It is not recommended that delegations place more than one delegate in any one committee or council (delegations may choose to have two delegates in the G.A. committees only).  Delegations will not be allowed to have more than one delegate in the ECOSOC, Security Council, MICJ, MAL, and other non-G.A. committees.

 

Observers - Students who are in the 6th through 8th grades may participate in the AMUN Conference as "observers" (9th through 12th graders may also choose to participate as observers).  These students should establish "observer delegations" by choosing one or more countries to represent (four to eight students per country).  Observers are allowed to participate in the meetings of the committees and councils, including speaking and voting on procedural matters, but observers may not vote on substantive matters (i.e. resolutions or amendments).  There are no "delegate fees" for students participating as observers, but "country fees" are required to be paid.

 

Pages - Each delegation is encouraged to bring at least one page to assist the Secretariat with errands.  Pages should be students currently in the 6th through 8th grades.  Pages should be treated with respect at all times.  Pages shall deliver written messages from one delegate to another delegate (see note below). 

 

Note:  Delegates may request that pages deliver a written message pertaining to official business to another delegate or to a member of the AMUN secretariat or staff.  Delegates should address their messages to a specific delegate/country in a specific committee.  If a delegate needs a page to deliver a written message, he or she should simply hold the message in the air.  If there is no page available, the message can not be delivered at that time.  No written messages will be picked up or delivered during voting procedure.  Before a page may deliver a written message, it must first be submitted to the committee officers for review and approval.  If a message does not pertain to official business (or contains inappropriate language), the committee officers will discard the message.

 

Head Delegates - All delegations or countries should have at least one "head delegate."  Head delegates are responsible for serving as the liaison between their delegations and the Secretariat, including being responsible for sending copies of "positions papers" to the AMUN Secretariat prior to the conference.  Faculty advisors are encouraged to assign their "head delegates" as a representative in one of the committees/councils.

 

Rapporteur - During the morning session on the second day of the conference, the committee officers (see below) shall call for a maximum of ten nominations from the delegates for the position of rapporteur ("reporter").  After the nominations have been completed and announced to the delegates, the committee officers shall distribute ballots to the committee for a vote (each delegate may vote for one nominee for rapporteur; votes cast for non-nominees shall be discarded).  After the ballots have been cast and counted, the committee officers shall announce the results of the vote.  If there is a tie, there will be a run-off election between the two highest vote-getting nominees.  The delegate selected by the committee as rapporteur shall give a brief speech during the plenary session of the General Assembly regarding the proceedings and accomplishments of the committee. 

 

Committee Officers - Each of the committees of the General Assembly, ECOSOC, Security Council, MICJ, MAL, and other non G.A. committees shall have a Chair, Co-Chair, and one or more Legal Counsels.  The Chair is the presiding officer of the committee or council.  The Chair shall declare the opening and closing of each meeting of the committee or council, ensure observance of the rules of the committee or council, recognize speakers, and announce the results of votes.  The Chair shall also rule on points of order and, subject to these rules, shall have complete control of the proceedings of the committee or council.  When the time of a speech is limited and a speaker has spoken the allotted time, the Chair shall call the delegate to order without delay.  The Chair may also propose the suspension or adjournment of a meeting.  Finally, the Chair shall present the approved and disapproved resolutions of the committee or council to the Secretariat.  The Chair is encouraged to turn over the gavel to the Co-chair for 30 minutes at least once every two hours.  When not presiding over the committee or council, the Co-chair shall be responsible for tallying votes on motions, resolutions, and amendments, and shall present the results of the votes to the Chair.  The Legal Counsel shall be responsible keeping the minutes of the meetings of the committee or council, and shall assist the Rapporteur prior to the closing session of the AMUN Conference.  Each of the officers of the committee or council shall recommend delegates for "outstanding delegate" awards following the adjournment of the committee or council.

 

Speeches during Committee or Council Meetings - At any time during a meeting of a committee or council, a delegate wishing to speak shall first raise his or her placard and be recognized by the Chair.  The exception to this rule occurs on any point of order, information, personal privilege, or inquiry, at which time a delegate shall raise his or her placard and call out "point of __________" to the Chair.  Delegates or observers may be recognized by the Chair to give either a substantive speech or a procedural speech.  Substantive speeches are directly related to a resolution or amendment, while procedural speeches pertain to a procedural motion.  During substantive debate, a delegate recognized by the Chair may yield the floor to another delegate (who is not allowed to further yield the floor to another delegate).  At the conclusion of a substantive speech, the Chair will ask if the speaker is willing to yield to questions.  If so, the Chair will accept questions relating to the speech.  A delegate wishing to ask a question should do so from a Point of Inquiry.  Following a procedural speech, the speaker may not yield the floor.

 

Dress Code - Delegates and observers are expected to dress in business attire for all AMUN meetings, except during the opening and closing sessions of the conference.  During the opening and closing sessions, delegates may wear traditional or national attire.  Pages, however, are not required to wear business attire.  Pages may wear casual attire and comfortable shoes.

 

Conduct - Delegates are expected to behave, at all times, in a professional manner.  Delegates are not allowed to use profanity at any time, and may be asked to leave a meeting if profanity is used.  Delegates should be respectful of each other and the staff at all times.  No smoking, drinking, or food will be allowed in any of the meeting rooms at any time.

 

Badges - Delegates are required to wear the appropriate badges at all times.  Name badges serve as the credentials of the delegates, so delegates who lose their name badges should request a replacement from the Secretariat.  Delegates without their credentials may be prohibited from participating in committee meetings.

 

Placards - All delegates must have a placard with only the name of their country on them.  Placard will be provided by the AMUN Secretariat.  Delegates will not be allowed to use their own placards.

 

Secretariat Headquarters - the AMUN Secretariat will maintain a headquarters in the conference facility during the AMUN conference.  The Secretary-General, AMUN Coordinator, and other AMUN Secretariat staff will be available in the headquarters throughout the conference.  Faculty advisors, delegates, observers, and pages are only allowed in the designated areas of the headquarters.  The AMUN Secretariat will provide access to a limited number of computers and printers in the headquarters.  The AMUN Secretariat and headquarters staff will be able to make photocopies of resolutions for delegates and committee officers (no copies will be made unless a resolution has been approved and numbered by a committee officer).

 

Closing Session - At the end of the two day conference, the AMUN Secretariat will be presenting awards to outstanding delegates and delegations during the closing session of the conference.  The AMUN Secretariat asks that all delegations attend the closing session out of respect for all of the delegates and delegations participating in the conference.  If your delegation must leave early, please inform the Secretary-General or the AMUN Coordinator.

 

Resolutions - Delegates are encouraged to learn how to read and write UN resolutions, and electronic copies of "working papers" prepared in advance of the conference may be brought to the conference.  Delegates are not encouraged to bring hard copies of "draft resolutions" to the conference.  Delegates are strongly encouraged to work with other delegates in writing the language of draft resolutions during caucuses of committee/council meetings.  Draft resolutions should be clear and concise with correct grammar and spelling.  Draft resolutions should not appear to be contrary to the UN Charter, nor should appear to be completely contrary to the sponsor's position on the topic.  Chairs have the discretion to reject a resolution that do not comply with the above guidelines.

Position Papers - Delegations are required to provide position papers from their countries to the Secretariat prior to the Opening Session of the conference.  Position papers should include the country's official positions regarding each of the topics of the General Assembly committees, ECOSOC, and Security Council.  

 

There is no required length for the position papers, but the papers should generally contain the following parts:

 

I.  Background of the Topic.

 

     A.  What are the main elements of the problem or topic.

     B.  What action has previously been taken by the United Nations regarding the problem or topic.

 

II.  Country's Official Position on the Topic.

 

     A.  What position has the country taken on the topic in previous UN resolutions.

     B.  What position has the country taken on the topic, as revealed in news articles and 

           government documents.
