INSTITUTIONAL REVIEW BOARD (IRB)


Charge:
  1. To review, with the authority to approve, require modifications, in, or disapprove all research activities involving human subjects conducted by university faculty, staff or students.
  2. To review, with the authority to approve, require modifications in, or disapprove all research conducted involving university faculty, staff, or students by outside parties.
  3. To ensure compliance by the university with all applicable federal/state laws and guidelines as well as university policy and procedures concerning research with human subjects.

Membership: Twelve voting members serving five-year staggered terms, three non-voting members, and a chair. The institutional review board is appointed pursuant to those stipulations and guidelines contained in pertinent federal regulations.

  1. Eleven faculty members are selected in the following manner and must include at least six faculty who regularly conduct or supervise research involving humans, and at least two members whose primary concerns are in non-scientific areas. A good faith effort should be made in the selection of membership to reflect diversity of race, gender, and cultural background.

i)                    One member each from the College of Business Administration, the College of Education, the College of Fine Arts and Communication, and the College of Natural Sciences and Mathematics.

ii)                   Two members each from the College of Liberal Arts and the College of Health and Behavioral Sciences.

iii)                 Three members-at-large.

To fill a vacancy in any of the eight college positions, the faculty senate will select one faculty member from a list of two nominees named by the dean of the college. 

To fill a vacancy in the at-large positions, the faculty senate will select one faculty member from a list of two nominees named by the Provost.  These candidates will be selected from the departments that have had a preponderance of proposals over the previous three years.  The Provost will consult with the Dean of the Graduate School and the Research Compliance Coordinator.

  1. One member from the community who is not otherwise affiliated with the university and who is not part of the immediate family of a person who is affiliated with the university. This member shall be appointed by the provost from recommendations made by the associate provost and dean of the graduate school and the research compliance coordinator.
  2. Associate provost and dean of the graduate school, director of sponsored programs and research compliance coordinator serve as ex officio, non-voting members of the IRB.
  3. Each member of the committee with the exceptions of the chairperson and community representative may select a designated alternate with the approval of the chairman and the research compliance coordinator. The alternate must complete the human ethics training. To act for the member, the alternate must read the appropriate proposal applications prior to the IRB meeting.
Member replacement: A member who is unable to complete his/her term may be replaced by the appropriate college dean for up to one year to facilitate the maintenance of 12 members on the committee.

Chairperson: The provost shall appoint the chair based upon recommendations made by the dean of the graduate school and the research compliance coordinator. If the chair is appointed from the committee, creating a vacancy, the position will be filled so as to maintain college representation as stated above in Membership. The chair will vote in only two circumstances: 1) to break a tie vote, or 2) when required to establish a quorum of voting members.

The research compliance coordinator serves as the IRB administrator.

Meetings: During the fall and spring semesters, convened meetings of the IRB usually occur each month on the second Thursday during x-period. A majority of the voting members constitute a quorum, provided that at least one member whose primary concerns are nonscientific is present for voting to take place.
